The Education Program Consultant (Title IIA) will be an integral member of the Federal Programs Bureau, providing technical assistance, monitoring and support to school districts, Area Education Agencies, and non-public schools.
Your Responsibilities:
Provide leadership and coordination of statewide capacity building and professional development efforts to support K-12 teachers and administrators and related personnel to improve the achievement of students with specific emphasis on the Iowa Core and the Iowa Professional Development Model through the management and administration of the Title II, Part A allocation program, including but not limited to:
(1) managing the LEA application review and approval process;
(2) monitoring LEA implementation of program requirements and regulations, including the use of funds and allowable activities;
(3) providing technical assistance to LEAs about training and recruiting highly qualified teachers and principals;
(4) coordinating and providing technical assistance to LEAs about district and school professional development plans and career development plans for teachers, and teacher quality teams;
(5) identifying and disseminating information, and promoting implementation of evidence-based professional development practices for teachers and leaders, including principals;
(6) responding to inquiries from the local school district and area education agency personnel and other stakeholders about quality professional development and highly qualified personnel requirements; and
(7) coordinating technical assistance activities with appropriate Department, LEA and AEA personnel to build the capacity of the K-12 system through quality professional development to advance student achievement.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
a. Professional training, teaching, or counseling experience in an educational setting;
b. Professional administrative experience in an educational setting;
c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
