Job Focus Area

This Education Consultant 2 position serves as the division expert and subject matter authority for the Approved Home Study and Nonpublic Schools Not Seeking State Approval programming, as well as the staff assistant to the Executive Director of Nonpublic Programs. This position functions to assist in the achievement of the goals and mission of the State Department of Education as applicable through ensuring proper programming, support, and oversight of RS 17-S236 and RS 17-S221 for home study. This position also contributes to the programmatic work of the Tuition Donation Credit Program, Louisiana Scholarship Program, School Choice Program for Students with Exceptionalities, and all other programming and projects aligned with nonpublic programming.

No Civil Service test score or assessment is required to be considered for this vacancy.  

Duties and responsibilities include, but are not limited to the following:

  • Serves as an expert witness for the Approved Home Study and Nonpublic Schools Not Seeking State Approval programs as needed.
  • Develops program functions and operational processes for the Approved Home Study and Nonpublic Schools Not Seeking State Approval programs, scholarship programs, and BESE-Authorized nonpublic schools, Gathers/compiles and reports data, as well as leads research efforts for federal and annual reports as assigned. 
  • Assists as the developer and contract manager within the Non-Publics Programming division. 
  • Monitors the Approved Home Study, Nonpublic Schools Not Seeking State Approval, and Louisiana Scholarship Program scholarship budgets and expenditures. Initiates budget changes as needed with the division director. Makes recommendations to the division director regarding mandated and discretionary programs and budgetary, and policy matters. 
  • Plans and implements in-service meetings and conferences with department administrators and/or staff to discuss operating, organization, and technical matters and the status of department projects and programs assigned
  • Receives and process home study initial applications and renewal application for families in the state of Louisiana
  • Provides technical support to home school applicants and school districts
  • Prepares responses to home study applicants and school districts on behalf of the agency
  • Accepts and reviews required curriculum resource submissions from home study applicants to ensure curriculum is of quality as outlined in RS 17:236
  • Design and update website information for families and school districts by including information relative to the application process, approval process, timelines

**Note regarding the advertised pay range:  The Education Consultant series has an established special entrance rate (SER) that is set  above  the minimum of the pay range and the advertised minimum. The maximum amounts listed are the maximum salary amounts a person can make at each level over their career and  not the maximum amount we are allowed to pay a new hire .

One position is available and it is located in Baton Rouge, LA. 
The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled as a probationary new hire, or by promotion of any current permanent classified LA state employee. MINIMUM QUALIFICATIONS:

Any of the following will qualify:

 

1. A baccalaureate degree plus three years of professional level experience in teaching or education; or in a public or private sector setting.

 

2. A master's degree plus two years of professional level experience in teaching or education; or in a public or private sector setting.

 

3. A master's degree in education plus one year of professional level experience in teaching or education; or in a public or private sector setting.

 

SUBSTITUTIONS:

A master's degree plus thirty graduate hours will substitute for one year of the required experience.

 

An Educational Specialist Degree will substitute for one year of the required experience.

 

A Ph.D. or Ed. D will substitute for two years of the required experience.

 

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

 

NOTE:

Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

Supports the development and implementation of educational programs affecting populations involved in learning and education. Performs programmatic work in support of higher-level education professionals.

 

LEVEL OF WORK:

Advanced.

 

SUPERVISION RECEIVED:

General from an Education Consultant Supervisor, Education Division Director, or higher-level professional.

 

SUPERVISION EXERCISED:

None.

 

LOCATION OF WORK:

Predominantly located at the Department of Education. Other locations may be approved by SCS.

 

JOB DISTINCTIONS:

Differs from the Education Consultant 1 by the presence of advanced level duties supporting certain aspects of an educational program with minimal supervision from a higher education professional.

 

Differs from the Education Consultant 3 by the absence of a high level of programmatic responsibility over all aspects of an education program.

Develops and implements various aspects of an educational program affecting populations such as students, teachers, principals, central office personnel, and ancillary/support personnel in the public school systems, special schools, nonpublic schools, public and private colleges and universities, technical colleges, local neglected and delinquent institutions, and state correctional institutions; and individuals from other profit and nonprofit agencies, organizations, and institutions.

 

Makes recommendations for program goals, objectives and plans to effectively implement a program or aspect of a program.

 

May work on a team that researches, designs, implements, and evaluates current and long-range plans, rules, regulations, guidelines, and policies for the program in accordance with federal or state laws and policies within a limited group of related programs within a Division.

 

May work on a team that designs, develops, and pilots, programs and research projects on the basis of national/state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.

 

Prepares recommendations to higher level education professionals for evaluation designs to measure the quality and effectiveness of program(s) and their impact on students.

 

Plans, conducts, and evaluates staff development and in-service training (including national, state, and regional workshops, hearings, conferences) for personnel in the Department of Education, local education agencies, colleges and universities, technical colleges, correctional schools and institutions, as well as churches, civil associations, business and industry groups, special committees and task forces, professional associations and organizations, special interest groups, parents, and other citizens.

 

Advises and provides technical assistance to local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws, and regulations; and answers questions and assists in the resolution of problems.
